
Engineer to the Contract

- Interpret and apply the terms of the contract fairly and impartially (Understands and is familiar with every clause in FIDIC, as all parties use FIDIC as the reference for the contract)
- Issue instructions, approvals, and clarifications to the contractor.
- Maintain accurate records of all contract communications and decisions.
- Project Monitoring & Control
- Oversee the contractor's performance in terms of time, cost, and quality.
- Review and approve work schedules, progress reports, and construction methods.
- Conduct regular site inspections to ensure compliance with specifications.
- Review and certify interim and final payment applications.
- Ensure that payments are made in accordance with contract milestones and deliverables.
- Variation & Claim Management
- Evaluate contractor claims for variations, delays, and extensions of time.
- Recommend fair and contractually sound decisions to the employer.
- Quality Assurance
- Ensure that construction meets the required technical standards and specifications.
- Coordinate testing, inspections, and quality audits.
- Act as a neutral party in resolving disputes between the employer and contractor.
- Provide documentation and recommendations to support resolution processes.
- Stakeholder Coordination
- Facilitate communication between the employer, contractor, consultants, and authorities.
- Ensure alignment of expectations and timely resolution of issues.
- Bachelor's degree in Civil Engineering, Mining Engineering, or Construction Management (Master's degree preferred).
- Professional Engineer (Ir.) certification or equivalent is highly desirable.
- Certification in Contract Management (e.g., FIDIC, NEC, or PMP) is an advantage.
- Experienced in handling EPC Contractors from China
- Minimum 10-15 years of experience in large-scale mining or infrastructure projects, with at least 5 years in a contract administration or site-based ETC role.
- Proven track record in managing multi-package EPC or EPCM contracts.
- Preferably someone who understands and has knowledge of conveyors (OLC), as well as steel structures related to OLC, and equipment and infrastructure associated with OLC and stockyards-especially those familiar with designs from China
- Strong understanding of FIDIC, SNI, and other international and Indonesian construction contract standards.
- Proficient in interpreting engineering drawings, specifications, and BOQs.
- Familiarity with project controls software (e.g., Primavera P6, MS Project) and document control systems (e.g., Aconex, Procore).
- In-depth knowledge of Indonesian mining and construction regulations, including AMDAL, SMKP, and local permitting processes.
- Experience in managing compliance with environmental, health, and safety (EHS) standards.
- Excellent negotiation, communication, and conflict resolution skills.
- Strong leadership and team coordination abilities.
- High attention to detail and strong analytical thinking.
- Language:
- Proficiency in Bahasa Indonesia and English (spoken and written).
