PRISMA - Local Quality Coordinator (Consultant)Project Overview and Role:Australia-Indonesia Partnership for Promoting Rural Incomes through Support for Markets in Agriculture (PRISMA) is a multi-year development program working to accelerate poverty reduction through inclusive economic growth. PRISMA adopts a market systems development approach by partnering with key-stakeholders to improve agriculture market efficiency and sustainably benefit the poor. The program aims to achieve an income increase for a total of 1,000,000 smallholder farming households by 2023. It operates in eight provinces of Central Java, East Java, West Nusa Tenggara (NTB), East Nusa Tenggara (NTT), West Papua, Papua, Southwest Papua, and South Papua.1.1.Intervention BAckground
Over half of Tanah Papua's vegetable supply is sourced from Java and Sulawesi, primarily due to low local farmer productivity, inadequate market information, and linkage between off-takers and farmers. PRISMA's initiative aims to enhance off-takers capacity in management and trading volume to increase the uptake of vegetables produced by indigenous farmers in West Papua as a pilot cluster. By leveraging this partnership, farmers will have access to essential support such as access to the end market, market information and post-harvest handling assistance, enabling them to produce competitive vegetables that can compete with imports. This initiative complements and strengthens the existing intervention with the seed company in tapping into the indigenous market. Additionally, this intervention is in line with PRISMA's exit strategy, which is to improve inter-province and intra-province trading by strengthening the market linkage between farmers and end customers.The Quality Control (QC) staff will act as Anggi Mart's extension service to farmers in Manokwari and Arfak Highland area. The staff will ensure the quality of Anggi Mart's vegetable supply by actively engaging farmers and disseminating GAP (Good Agriculture Practice) as well as Post-Harvest Handling (PHH) knowledge. This also includes coordinating planting schedules tailored to meet Anggi Mart's demand. The QC staff will facilitate a continuous and sustainable flow of high-quality produce, benefiting both the company and the local farming community.Primary Duties and Responsibilities:The QC Officer is expected to deliver areas of work as outlined below:
  • Involve in Anggi Mart's vegetable production through regular monitoring and visit to partnering farmers.
  • Providing advice/information on GAP and PHH to the farmers.
  • Conducting farmer's meetings and related activities to disseminate information on GAP, PHH, and Anggi Mart's off-taking services.
  • Collaborate closely with farmers and collection points to coordinate a planting schedule.
  • Inspect harvested crops and conduct quality tests when necessary to ensure that vegetables supplied to Anggi Mart meet the required standards for freshness.
Required Qualifications:The staff must have:
  • Based in Manokwari, West Papua.
  • Able to drive a motorcycle and have an active Indonesian Driver's License type C (SIM C)
  • At least rudimentary knowledge of agriculture, especially vegetable cultivation.
  • Flexibility to travel to Arfak highland.
  • Knowledge of the local context in West Papua, especially the Arfak Highland.
Desirables Criteria:
  • Able to communicate with indigenous farmers in Arfak Highland.
  • Able to create planting schedule, especially for highland vegetables.
  • Experience in fresh vegetable trading and supply chain.
  • Knowledge of the people and terrain of Arfak Highland.
The QC Staff will report to Anggi Mart's owner (Simon Tabuni) and PRISMA's vegetable sector (Anwar Ario Kertopati and Karlita Aini).
This contract covers the initial 40 days of work for the QC Staff, from April - June 2024. Upon the completion of this contract, Anggi Mart will assess the staff's performance to determine employment directly with the company.Deliverables:
  • Monthly report of daily activities
  • Signed attendance list
  • Report of farmers meeting, capacity building and/or promotional event as agreed by PRISMA
