Position OverviewProviding expert assistance for planning and managing the projects (hospital and clinic) with related parties and stakeholders. Promoting collaboration in the achievement of high quality and commercially viable healthcare facility and services.Key Outcomea. Project completion on time by ensuring the project is completed within the established timeline and budget by managing resources effectively to keep the project within the agreed budget.b. Delivering execution report periodically. Assist through operational expertise by providing expert technical assistance and connecting the facility to existing Aspen Medical shared services and managementPrimary Duties and Responsibilitiesa. In consultation with Director of Construction and Chief of Operation, analyse contractual requirements and appropriately scope Service Requirements and related deliverables.b. Effectively measure, monitor and control the management of Service delivery to ensure:
  • Efficient and effective day to day management of human resources,
  • all services are delivered in line with strategic, contractual and/or operational requirements,
  • all clinical service delivery if of a high quality and meet all relevant operational standards,
  • compliance with all milestones and operational
c. Demonstrate strong collaboration with key stakeholders to ensure all aspects of the strategic delivery of the Service are metd. Ensures sound commercial management is achieved, consistent with budgets, cost controls and profitability forecasts.e. Facilitates a high-level contract administration discipline to ensure compliance, maintenance and periodic reviews are recorded.f. Ensure the compliance related to government regulation (ie Ministry of Health and other related government parties).g. Ensures the delivery of all necessary internal and external service delivery and operational reports.h. Participate and facilitate, as required, in the implementation, maintenance and promotion of quality management system (QMS). Also to ensure continuous improvement is implemented .i. Deliver and facilitate, as required, all risk assessment, reporting and incident management, inclusive of staff health safety and environment obligation and issues.j. Ensure workforce compliance to organizational systems, processes and communication mechanism.k. Using best judgement ensure the Chief of Operation is informed of any contractual, operational, IR, HR and or HSE issues as soon as practicable.l. Ensure all obligations under HSE requirements are met, with guidelines, policies and procedures adhered to.m. Report to PIC of local partner and COO of Aspen Medical.n. Other duties as directed by the Chief of Operation (need to clarify the project manager post structure, reporting line and supervising the team)Selection Criteriaa. Experience in implementation and management of a range of concurrent project and business initiatives. With at least 10 years experience in managing large – midscale project budget size value > IDR 100 BIO.b. Sound knowledge of the concepts, strategies and issues associated with the implementation of related projects.c. Well-developed analytical, conceptual and problem solving skills, including the ability to analyse complex issues and to develop a range of practical options for their resolution. Having experience in business analysist is an advantage.d. Demonstrates the ability to be client focused, responsive, flexible and committed to deliver quality service and improvement in an environment of continuous change.e. Significant experience in a leadership role with an understanding of staff management principles applied to create motivational work environments, with goal/result oriented.f. Must have knowledge and experience of health service projectg. Prefer formal Project Management Qualification; i.e. Post Graduate Certification in Project ManagementSELECTION CRITERIA:
  • Bachelor’s degree in engineering or architecture.
  • Extensive experience in managing hospitals construction projects, with a minimum of 10 years proven track in the field.
  • In-depth knowledge in healthcare construction, regulation and best practice in hospital construction.
  • Project management skills.
  • Contract and vendor management.
  • Problem solving and decision making.
  • Prefer native Makassar
